Xavier Becerra
Xavier Becerra was the 45th U.S. Secretary of Health and Human Services and the first Latino to hold the role. A Sacramento native and the first in his family to graduate college and become a lawyer, Becerra began his career advocating for individuals with mental illness. He served 12 terms in Congress, helping pass the Affordable Care Act and protect Social Security and Medicare. As California Attorney General, he defended DACA and the ACA in the Supreme Court and held corporations accountable. At HHS, he led the nation’s COVID response, expanded health coverage to a record high- — with more than 300 million Americans possessing their own health insurance, and launched historic prescription drug price negotiations. Xavier is married to Dr. Carolina Reyes, a maternal fetal medicine specialist and professor of medicine at UC Davis Medical Center. Together they have three accomplished daughters, Clarisa, Olivia and Natalia.

Carolina Reyes, MD
Carolina Reyes, MD is a practicing Maternal Fetal Medicine specialist. She is dedicated to providing compassionate, equitable quality care to all she serves. She is recognized nationally for her advocacy and commitment to improving the quality of care, especially to the underserved and marginalized. Dr. Reyes is an Associate Clinical Professor at UC Davis Medical School caring for patients with high-risk pregnancies and a mentor to future physicians and OB/Gyn specialists. She serves on a California Pregnancy-Related Mortality Review Committee that strives to identify ways hospitals and physicians can improve the care provided to prevent adverse outcomes. Dr. Reyes is a Director of the California Health Care Foundation Board and a Trustee of Common Spirit Health.
Dr. Reyes earned numerous awards in recognition of her professional and community service, including the American College of Obstetrics and Gynecology Community Service Award for dedication to women’s health and underserved populations. She was previously appointed to the US Secretary’s Advisory Committee on Infant Mortality, the US Preventive Health Services Task Force and aa a Senior Scholar with the Agency for Health Care and Quality. She was honored to serve on the Institute of Medicine Committee producing the sentinel report on Unequal Treatment and the Institute of Medicine committee on Medicaid.
Dr. Reyes is known to not just accept the status quo. She strives to alter institutional policies to improve access to quality care with culturally and linguistically appropriate standards. Early in her career as a Senior Scholar with the US Agency for Health Care Research and Quality she led the strategic planning of a $ 1 million initiative on the role health care providers play in addressing domestic violence. She was awarded the AHRQ Director’s Team award for this effort. As an Associate Clinical Professor at USC, she led the implementation of a $28 million Health Births Initiative funded by First 5 LA to improve birth outcomes by leading an LA Best Babies Network, coordinating quality improvement efforts in prenatal care, and leading a collaborative home visitation program for high-risk pregnancies. First 5 LA also funded Dr. Reyes to lead the design and implementation of the Welcome Baby! program, providing home visitation to new mothers in Los Angeles. She was recognized by the Los Angeles Board of Supervisors for these achievements.
She was raised in the San Joaquin Valley by parents who were farmworkers and dedicated themselves to seeing that all their eight children went to college. Dr. Reyes earned her undergraduate degree in Human Biology at Stanford University and a Doctor of Medicine from Harvard Medical School. She completed her Residency in Obstetrics and Gynecology and Fellowship in Maternal Fetal Medicine at the University of Southern California Keck School of Medicine. She is Board-certified in Maternal Fetal Medicine and Obstetrics and Gynecology.
Dr. Reyes is married to her lifelong partner, Xavier Becerra, former US Secretary of Health and Human Services. Together they raised three bilingual civic-minded daughters who are finding their own way to give back to communities.
